Summary
This work presents results of the final part of the postgraduate study program of Geoinformatics on Faculty of Science at Palacky University in Olomouc.
The main aim of the diploma thesis was to design a procedure for quantification of the risk to the road and railway network by natural hazards. Whole procedure was created as required by members of the project under which this thesis was written.
To define risk to the traffic infrastructure was at first necessary establish two basic facts – probability of the occurence of natural hazards and vulnerability of traffic network. The first part of the whole procedure was to calculate the probability of occurrence of the natural hazards which were the flood zone, the windbreaks and snow. There was built a model in ArcGIS software which selected segments from road and railway network affected by given hazards and associated this segments with binary values in case of existence or non-existence of chosen hazard. From this output was calculated probability of occurence of hazards using statistical methods.
The second step was to define a vulnerability of road and railway segments by the given natural hazards. For this part was also created a model in ArcGIS software for indication which segments of the communication are affected by hazards. According to the type of hazard was assigned a predefined weight to each affected segment of traffic network. These weights were determined using multi-criteria analysis in which was combined approach of individual evaluation of weights and statistical use.
The final level of risk was determined by a combination of both factors - the probability of occurrence of natural hazards and the vulnerability of communications. Averaging these two values was established percentage of the risk assessment for each segment of road and railway network. These values were visualized in several cartographic outputs, some of them display location of the risk areas or their connections to the natural hazards and other available transport characteristics.
The final road and railway network with the calculated level of risk was then compared with the available urban planning documentation of chosen area.
All data and digital outputs, which were created in this thesis are located on the enclosed DVD-ROM. About this thesis was created a website and placed on the server of the Department of Geoinformatics UP.
