The project EnCLOD aims at strengthening the governance capacity of 5 local public authorities in Central Europe through wider and more efficient usage of innovative concepts as Open Data and Internet of Things (IoT) sensor networks, sustaining multi-level territorial governance and new forms of civil society involvement and public-private collaboration, promoting the re-use of generated Open Data for new ideas that respond to territorial needs or that foster innovation and contribute to local economy prosperity.
The project is implemented by a group of 10 partners, among which local authorities, universities and technological SMEs, from 5 different Central Europe countries: Italy, Slovakia, Slovenia, Czech Republic and Hungary.
Project activities will allow, on the one hand, to significantly increase awareness and knowledge of policy actors and decision makers, from pilot territories and beyond, on OD and IoT potentialities for territorial governance, through case study collection and targeted education and capacity building activities.
At the same time, the project will also produce concrete, visible and lasting impacts in 5 Central Europe pilot areas (i.e. Vicenza -IT, Olomouc -CZ, Debrecen -HU, Zilina -SK, and Nova Gorica -SI) through the development of 5 local Action Plans for the effective usage of Open Data and IoT opportunities for territorial governance and city-region planning, and through the implementation of 5 Pilot Actions addressing, in each area, a specific challenge related to mobility/transport, environment, or climate change policy area.
In all cases, particular attention will be put in boosting active engagement of citizens and economic operators, through the organization of Hackathons, public events, and the availability of all generated data based on Open Data commons licence.
In doing this, EnCLOD will contribute to the digital economy of Central Europe area, building on the use of Open Data to support territorial governance at city-region level, and demonstrating the potential for upscaling and replicationof this approach, to provide innovative instruments for addressing the territorial agenda of the future years.
